JOB TITLE: Programme Policy Consultant TYPE OF CONTRACT: Consultant Regular UNIT/DIVISION: Gender, Protection and Inclusion Service (GPI) DUTY STATION (City, Country): Rome, Italy (working remote) DURATION: 4 months (10 September - 31 December 2026)I. BACKGROUND AND PURPOSE OF THE ASSIGNMENT: Through its Gender Policy, WFP has committed to integrate gender into all of its work, contributing to gender equality outcomes in relation to the second Sustainable Development Goal. Achieving the goal and objectives of the Gender Policy, and associated corporate Gender Action Plan, requires implementing the corporate gender mainstreaming mechanisms, and enabling WFP to design, collect and analyse data related to food security and nutrition and gender inequalities. In this context, the Gender, Protection and Inclusion Service requires the technical expertise of a gender and statistics/econometry specialist who can substantially contribute to implementation of the updated Gender Policy. II. ACCOUNTABILITIES/RESPONSIBILITIES:  On an ongoing basis, review of WFP frameworks, tools, policies and system relating to quantitative and qualitative data collection, analysis and reporting (VAM, M&E, OIM) and identify areas to strengthen, as well as good practices.  Participate in consultations with HQ, RBx, selected COs employees and relevant external stakeholders working with data collection, analysis and reporting to understand their views and priorities and identify potential collaborations, and identify good practices.  Oversee and update as needed existing Gender Toolkit guidance relating to gender in monitoring, assessments and reporting. Provide continuous support on gender in monitoring, assessments and reporting for gender learning materials (gender foundational course and ‘mini-trainings’), in English, French, Spanish and Arabic.  Provide substantive inputs to efforts to develop a mixed-methods approach (quantitative and qualitative indicators) for measuring gender equality results and assess the relation between gender (in)equalities on food (in)security and nutrition (may include development of tools and guidance materials).  Assist the Gender, Protection and Inclusion Team in providing technical assistance to other programme units and to Country Offices, to support integration of gender in assessments and field monitoring.  Support the Gender, Protection and Inclusion Team to review, adjust and validate the GaMD and GaM-M including training Country Offices (ACR support - in the filling of the GaM questionnaires and produce statistics) and analysis of corporate data related to gender equality more broadly.  Provide technical support and backstopping to selected Country Offices with the implementation of the Gender Equality Certification Programme (GECP) and the Mastrecard Foundation programme.   Provide support to other technical units on behalf of the Gender, Protection and Inclusion Team to develop tailored gender indicators. Any other additional task that might be required by the Gender, Protection and Inclusion Team. TERMS OF REFERENCE FOR SHORT-TERM/CONSULTANCY CONTRACTS Page 2 of 3 III. DELIVERABLES AT THE END OF THE CONTRACT:

  • Summary report of qualitative and mixed method M&E approaches for measuring gender

equality results.

  • Direct support to at least 4 country offices and/or technical units on qualitative, quantitative

or mixed methods analytical methodologies for advancing and measuring gender equality and women’s empowerment.

  • Suggestions for gender equality indicators, including rationale, description and methods for

calculation.  Statistical analysis of the GaM Monitoring results for 2025 IV. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced university degree and/or advanced courses/training in gender, social sciences, economics, statistics Experience: Minimum 3 years of gender-related professional experience Minimum 3 years of M&E/VAM data analysis experience. Experience with data analysis, indicators, development of surveys. Field experience engaging with the diverse WFP beneficiaries is an asset. Knowledge & Skills: Familiarity with the 2030 Agenda (particularly SDGs 2, 5 and 17) and WFP’s mandate. Gender mainstreaming and gender analysis competencies Knowledge of the principle of statistics, econometrics, data generation and analysis. Knowledge of WFP VAM and M&E frameworks and tools. Ability to work independently in a timely and organized manner. Willingness to explore and experiment with new ideas and approaches in own work. Ability to work in a team and multi-task as needed. Good interpersonal skills and ability to work in multicultural settings that involve diverse stakeholders. Languages: Excellent English communication skills, both in speaking and writing. Working knowledge of French, both in speaking and writing. Working knowledge of Spanish and/or Arabic is a strong asset.
