Chief Enterprise Architect, Veteran Affairs
Job Description: We are seeking an Enterprise Architect to support the Department of Veterans Affairs which will focus on designing and supporting scalable, cloud-native data and on prem systems that will integrate machine learning (ML) and artificial intelligence (AI). This role will be instrumental in advancing the VA’s data modernization strategy through platforms like the Strategic Data Platform (SDP) and Corporate Data Warehouse (CDW), while supporting key systems such as VA Profile, VADIR, VIS, HDR, and HDAP. Enterprise Data Architecture Design:
- Design and integrate ML/AI solutions into enterprise data platforms to support data quality, predictive analytics, and operational efficiency, including end-to-end model pipelines and MLOps practices
- Create roadmaps for transitioning from legacy systems to the target enterprise state.
- Lead modernization analytics, and operational efficiency
- Develop and maintain comprehensive data architecture models.
- Hands-on experience with cloud-native data services in AWS and Azure
- Work with Oracle databases, SQL Server, and PL/SQL to support system integration, data migration, and performance optimization
Data Migration Planning and Execution:
- Perform data fit-gap analyses to align legacy and future-state systems.
- Lead data mapping, normalization, cleansing, and migration efforts while adhering to data quality standards.
- Architect and optimize data pipelines across VA enterprise systems to support analytics, ML model deployment, and AI-driven decision support
Data Governance and Quality Assurance:
- Collaborate with stakeholders to establish and implement data governance policies, processes, and standards.
- Conduct regular data quality audits, maintain data integrity, and provide monthly reports on data quality metrics.
- Ensure compliance with VA data governance, privacy, and security standards
Project Management and Collaboration:
- Partner with cross-functional teams, including database administrators, developers, and government stakeholders, to achieve project milestones.
Application Support and Maintenance:
- Manage data extraction, transformation, and loading (ETL) processes to maintain the integrity of the enterprise-wide solution.
- Provide technical support for system design, implementation, and operational maintenance.
- Enable self-service capabilities for technical teams to build and serve source- and domain-aligned data products
Compliance and Reporting:
- Support achieving VA Authority to Operate (ATO) and FedRAMP Moderate Impact Level compliance.
- Generate analytical reports, develop data strategies, and provide trend analyses to support decision-making.
Documentation and Knowledge Sharing:
- Maintain comprehensive documentation for data architecture artifacts, data migration plans, and system updates.
- Provide timely updates to all relevant repositories and stakeholders.
- Collaborate with VA stakeholders and SMEs to translate mission needs into scalable, secure, and compliant technical solutions
Business Development
- Collaborate with business development team as a solution architect to design and develop technical solutions that address client challenges
Qualifications:
- Experience with federal or health data environments
- Experience coordinating with program and project leaders to analyze IT systems architecture
- Experience leading diverse technical teams to develop application technical plans and providing detailed status updates
- Has knowledge of security principles, policy and regulations and familiarity with security and privacy rules
- Strong background in data architecture, ML/AI integration, and cloud-native design
- Hands-on experience with AWS GovCloud, Azure Government, Oracle, SQL Server, PL/SQL, and Java
- Proficiency in Structured Query Language (SQL), SSIS, SSAS, Pyramid Analytics, and SharePoint Enterprise Architecture
- Experience with ETL development and SSAS cube creation.
- Excellent communication skills and ability to work
Compensation: The salary is budgeted at $190,000-$210,000 annually, plus benefits.
