JOB TITLE: Resource Mobilization Officer TYPE OF CONTRACT: Consultant UNIT/DIVISION: PPD/PPDT Public Partnerships Division Thematic Team, ex GPCT DUTY STATION (City, Country): Admin DS: Rome, HQ / Fully Remote working DURATION: 11 months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The Public Partnership Division (PPD) division leads and coordinates WFP's corporate resource mobilization efforts with Public Donors at capital, regional and country office levels. Under the strategic and operational guidance of PPD Director and in coordination with the Thematic Team, the consultant will conduct a strategic review and analysis of donor policies and priorities in the thematic area of climate change and resilience, including an overview of potential new resourcing opportunities and possible entry points for WFP's climate adaptation and resilience programs and more broadly 'changing lives' programs. The analysis will also include a review of recent developments and outcomes of COP31. ACCOUNTABILITIES/RESPONSIBILITIES: 1. Lead the execution of WFP's Corporate Climate Resilience Investment Pipeline and Corporate Guidance to Access Climate Finance for WFP’s Climate and Resilience Actions. 2. Lead WFP's climate finance engagement in UNFCCC and other relevant global climate policy processes. 3. Update the macro-analysis of global policies and resourcing trend in the thematic area of climate change with a focus on public donors and vertical funds (FRLD, GEF, GCF). The analysis will also take into account complementarities and inter-linkages among different sectors and stakeholders [government, private sector, multi-stakeholder initiatives, including innovative and blended financing, etc]. 4. Update the in-depth analysis of 10 public donors' political, budgetary and policy developments in climate change, including scoping of key partners in respective donor markets, operational and geographical priorities, key entry points for WFP, current level of engagement and potential capacity [including an analysis of donor narratives as well as Parliamentary reporting requirements]. 5. In close coordination with the climate and resilience unit [PRG-R], explore and pursue resourcing opportunities supported by selected donors and vertical funds, looking at complementarities among different funding sources as well as assessing how WFP can support national governments in mobilizing resources building on its added value and with particular focus on climate adaptation, loss and damage and resilience programs. 6. Develop a resource mobilization action plan and suggest targets, timeline, roles and responsibilities across the organization for engaging with the strategic stakeholders identified, looking at how to best build on ongoing collaboration and maximize impact of joint and coordinated outreach efforts related to climate change. 7. Review, analyse and advice donor intelligence information available in Sales Force, WFP information data management system, as well as climate funding methodology, with view to taking stock of donor intelligence already available in WFP and identifying key information requirements and gasps to be addressed more systematically in the future, building on the outcomes of this exercise. 8. Other tasks required. DELIVERABLES AT THE END OF THE CONTRACT: Strategic Overview of latest strategic policies and funding trends around climate change updated. Action Plan with public donors and 10 thematic donor profiles updated. The donor profiles will describe this in a strategic, concise and compelling manner, and include analysis and recommendations on potential new partners for WFP and opportunities for WFP's changing lives agenda and related positioning, partnering and resourcing. Proposal development for 3-5 selected countries where WFP plans to implement climate adaptation and loss and damage programs. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field, or First University degree with additional years of related work experience and/or training courses Experience: 10 years of relevant experience in international cooperation and public partnerships Knowledge & Skills: Excellent planning, management and coordination skills. Strong Analytical and Writing Skills. Ability to work independently towards challenging targets and strict deadlines. Ability to work in a multi-cultural and dynamic environment. Languages: Full Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
