This is a Management Service position, serving at the pleasure of the Appointing Authority. The incumbent is responsible for directing the administrative and managerial oversight of the Child Support Administration Unit, coordinating all Child Support programs and operations. This role involves supervising professional and skilled staff in the implementation and execution of Child Support programming in compliance with local, state, and federal regulations. Key aspects include comprehensive knowledge of fiscal and business process development, government service technologies, performance outcomes, and data analysis. The position also entails developing and implementing administrative controls for operational efficiency, providing guidance on legal and fiscal processes, and monitoring compliance and data to meet DHS performance measures. The position reports to the Director.

Responsibilities

  • Provide comprehensive administrative and managerial directions for child support administration unit in accordance with federal, state, local and agency guidelines.
  • Coordinate all child support programs and operations to ensure seamless functioning.
  • Allocates fiscal and human resources to ensure all program responsibilities are implemented effectively.
  • Plan organize and lead the daily operation of the unit.
  • Develops procedures to support the unit workflow and anticipates customer services needs in developing unit structure.
  • Provide supervision and guidance to both skilled and professional staff.
  • Monitor compliance with regulations and analyze relevant data to ensure the unit consistently meets all established DHS performance measures.

Requirements

  • A Bachelor’s degree from an accredited college or university.
  • Nine years of experience in administrative, professional or technical work, four years must have involved supervision of other employees or exercising responsibility for program development.
  • Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
  • Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
  • Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.
