TERMS OF REFERENCE The overall objective of the evaluation is to assess whether UNJPSP-II delivered its intended results efficiently and through effective joint programming mechanisms, and to generate evidence to inform future UN joint programming in social protection. If you would like to know more about this consultancy, please review the complete Terms of Reference here: Terms of Reference UNJPSPP II Evaluation TMC0001562.pdf Minimum requirements: Advanced university degree (Master’s or higher) in Social Policy, Economics, Development Studies, Public Policy, Public Administration, or a related field (required). ENGLISH for everything At least 10 years of relevant professional experience in social protection systems, including policy frameworks, delivery mechanisms, and institutional arrangements at national and sub-national levels (required). Demonstrated experience leading or contributing to programme and/or policy evaluations, preferably for large-scale development programmes, with a focus on social protection or related sectors (required). Strong knowledge of results-based management, including logframe design and analysis, theory-based evaluation approaches, and the application of qualitative, quantitative, and mixed-methods evaluation methodologies (required). Proven analytical and report-writing skills, with the ability to synthesize complex technical, financial, and qualitative information into clear, evidence-based findings and actionable recommendations (required). Experience assessing joint, multi-agency, or multi-donor programmes, including coordination, governance, and division-of-labour arrangements, is a strong asset.
