Description ASE is looking for a Program Manager to oversee the Corporate Operations Support Services program in Dahlgren, VA. You will ensure that prescribed activities are carried out in accordance with specified objectives. Tracks progress against milestones, budgetary guidelines, or other performance indicators, and prepares reports to senior management. Administers departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies. This is a remote position; however, candidates must reside in the Washington, DC Metro area and be within a one-hour commuting distance of Dahlgren, VA. Responsibilities

  • Responsible for the delivery of an assigned program(s).
  • Comprehensive knowledge of the field's concepts and principles.
  • Leads and directs the work of other employees and has full authority for personnel decisions.
  • Leading the planning, direction, evaluation, and success of a Naval Surface Warfare Center Dahlgren Division (NSWC-DD) Support Services contract.
  • The primary areas of support will be the following: program/project management; process improvement; quality control; technical documentation; command evaluation; office of counsel; accounting; financial systems; human resources; information technology-cybersecurity administration; and property management functions.
  • Ensures conformance with program schedules, costs, and performance metrics and is responsible for integrating various functions, including planning, programming, budgeting, scheduling, financial management execution, contracting, cost/risk analysis, engineering, and/or logistics planning.
  • Responsible for CDRL/deliverable submission, compliance and also maintaining high customer satisfaction ratings. The PM focuses on high-quality performance and employee safety.
  • Manages teams of direct project support personnel required in line with each Performance Work Statement (PWS) requirement.
  • Standard project management duties include compliance, oversight and individual administrative tasks including employee time, timesheet, leave, and training completion; employee performance management; employee compliance with customer organization and company standards; performing other tasks as assigned and demonstrating proficiency, accuracy, and attention to detail in assigned duties.

Qualifications

  • Must have active Secret security clearance.
  • Ten (10) years of program management experience, with at least five (5) years involving Federal Government programs.
  • Must be willing and able to travel (10% to 20%).
  • Must be willing and able to conduct site visits with the customer and team members.
  • This is a remote position; however, candidates must reside in the Washington, DC Metro area and be within a one-hour commuting distance of Dahlgren, VA. The role requires the ability to report onsite in Dahlgren multiple times per week as needed for customer meetings and mission support.

Desired Qualifications:

  • Bachelor's degree in related field preferred.
  • Program/Project Management Professional (PMP) Certification highly desired.
  • Previous military experience.
  • Previous experience working at NSWC-DD or other NSWC.
  • Experience with CPFF contract administration.
  • Proven ability to lead and direct challenging projects and execute assignments independently.
  • Demonstrated experience providing administrative oversight, corporate management, and ability to provide overall technical, schedule, and cost direction.
  • Proficient in MS Office Suite including Word, Excel, and Project.
  • High level of problem-solving skills.
  • Detail-oriented and possesses the ability to handle multiple tasks.
  • Excellent customer service skills and professional presence; strong oral and written communication skills.
