The Center for Immigrant and Refugee Health (CIRH), a program of Public Health Institute (PHI), was established in response to the humanitarian and healthcare needs of refugee and immigrant populations and focuses on improving the health and well-being of refugee and immigrant populations in California and throughout the United States. Center for Immigrant and Refugee Health's newest project will coordinate services to newly arrived refugee children, youth, and families from Afghanistan and Ukraine. The Afghan Refugee School Impact-Support to Schools (ARSI-S2S) program and the Ukraine Refugee School Impact (URSI) program are projects at Public Health Institute (PHI) and funded by the California Department of Social Services' (CDSS) Office of Immigrant Youth. This three-year project is intended to support connection to education and health services through Local Education agencies (LEAs) and Community Based Organizations (CBOs) in identified regions that are supporting refugees from Afghanistan (ARSI-S2s) and Ukraine (URSI). Within PHI, this project is managed by the Center for Immigrant and Refugee Health (CIRH).

Responsibilities

  • Develop and implement comprehensive monitoring and evaluation (M&E) frameworks, plans, and tools, ensuring alignment with the CDPH, CDSS, and other funder goals and priorities.
  • Collaborate closely with grantee project teams, Local Education Agencies (LEAs), school districts, and Community-Based Organizations (CBOs) to define project objectives, indicators, data sources, data collection methods, and reporting systems.
  • Oversee data collection, management, analysis, and reporting processes, guaranteeing accuracy, consistency, and compliance with relevant laws, regulations, policies, and grant requirements.
  • Prepare clear, concise, and evidence-based reports highlighting key findings, trends, and actionable recommendations for grantees, PHI, CDPH, CDSS, and senior leadership.
  • Provide leadership, guidance, and direct oversight of staff members within the Community Support Team.
  • Support CIRH in meeting grant obligations, including onboarding, training, and technical assistance.
  • Conduct regular in-person and virtual site visits, surveys, and assessments to monitor organizational performance.
  • Develop internal dashboards and reporting tools to support real-time data access and decision-making.
  • Conduct data validation and quality control reviews to ensure completeness and integrity of submitted reports and outcomes.
  • Analyze trends and synthesize findings from quantitative and qualitative sources to inform program strategy and funding renewals.
  • Identify systemic barriers and challenges faced by refugee populations in accessing education, health, and wellness services.
  • Travel to various California counties (approximately 20% of the time) for stakeholder meetings, site visits, capacity-building sessions, and events.
  • Work occasional evening and weekend hours as needed to attend events.

Requirements

  • 5 years of progressive experience in public health, community health, education, youth and family services, refugee health, monitoring and evaluation, research, or data analysis, preferably within the nonprofit sector.
  • Bachelor's degree in Public Health, Social Sciences, Statistics, International Development, or related field; or substitute with four additional years of relevant experience.
  • Proven experience in a leadership role, with at least three years of experience directly supervising staff.
  • Demonstrated strategic experience managing complex partnerships with CBOs, educational institutions, refugee health providers, and governmental entities.
  • Comprehensive understanding of refugee resettlement processes, mental health interventions, and refugee community dynamics.
  • Advanced multicultural competency; demonstrated success working and communicating effectively in a multi-cultural environment.
  • Exceptional program management, strategic thinking, relationship-building, and networking capabilities.
  • Strong analytical, problem-solving, and organizational skills with proven ability to prioritize, manage competing demands, and meet deadlines effectively.
  • Fluency in English, both spoken and written.
  • Excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
  • Attention to detail and accuracy in work product.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Must have stable internet access and connection in the remote workplace.

Nice-to-haves

  • Master's degree in public health, education, social work, or related field of study preferred.
  • Familiarity and experience with MS Teams/SharePoint preferred.
